除了楼上两位的提到的，非理想情况下还要考虑的因素我能想到的有：
1.两端实际地理距离（10k公里只是临岸距离）
2.两端实际光缆长度与地理距离的差距
3.两端除光缆以外的其他传输介质（除非是机房到机房，不然光纤到户在国内还没那么普及）
不过话说回来，网速延迟极限由光速决定这个命题应该是没错的。
